In rural Oost-Groningen, problems involving younger residents are on the rise. These include high unemployment, drug addiction, juvenile delinquency, crime and psychosocial disorders. Ex-hooligan Geert Spieker has intimate experience with the various issues. At one time, he was a feared criminal and the leader of the most notorious FC Groningen hooligans. The EO broadcasting company’s weekly current affairs show De Vijfde Dag spent nine months following Spieker’s unconventional programme Overstag (‘Change tack’). The project involves closely supervising troubled youth to help them get back on track. Those who refuse to cooperate lose their social security benefits.
